I cannot remember what it was called or which website it was on. Maybe it was Proton Charging or the Firehouse? It was a crudely made game with MS Paint images. You see a Casper ghost flapping his arms. It takes over the world if you do not use the PKE Meter before you zap and trap it. Played it a lot and never forgot about it. Anyone remember this?

Yes. It was IIRC a JavaScript game, not unlike a Choose Your Own Adventure book. You had to choose the correct decision by clicking radio buttons.
